This 1960 speech by James P. Mitchell, Secretary of Labor was before the Eleventh Biennial Convention. Members of the National Travelers Aid Society were in attendance. Excerpt: "During the past two years I have made several speeches on the problems of the migrant farm worker. I have attempted to show that it is a problemthat cannot be rationalized out of existence, that our posture as a Nation founded on human dignity is seriously impaired by a farm labor system based upon the availability of a large supply of poverty-stricken workers"
