This analysis examines opportunities and challenges in addressing Medicaid eligibility and enrollment for children of migrant and seasonal farmworkers. Specifically, it examines the issue of portability, or the ability of Medicaid to follow the child from one state to another. Following a brief background, the analysis presents an overview of basic aspects of Medicaid eligibility and enrollment and then considers possible approaches to increasing Medicaid enrollment and coverage portability for migrant children receiving Head Start services, using MSHS programs as a mechanism for identifying
and enrolling eligible children.
