This Newsweek article discusses the outbreak of birth defects in Brownsville, Texas. After several mothers showed up at a regional medical center carrying fetuses with a brain development failure, the Texas Dept. of Health was contacted and then the Centers for Disease Control. After the CDC investigated, it found that Brownsville had an incidence five times the national average. Causes are thought to be from poor diet, water sanitation, chemical exposure and the CDC was accused of intentionally downplaying environmental causes.
