This pamphlet begins with an introduction to migrant workers, who they are, and their history, and then attempts to define the problems that exist in the migratory labor realm and offer solutions to these problems. These suggestions include palliative measures "first aid", discriminatory legislation elimination and formulation of protective positive legislation, and advocating for the elimination of migrant workers through a new agricultural systems of industrialization and diversification into non-agricultural employment.
