Blackwell, the counsel to the U.S. Senate Subcommittee on Migratory Labor, in which he says federal legislation is improving the problems of migratory workers. He also discusses where more improvements are needed, such as the health and education conditions throughout New Jersey. Blackwell says the responsibility of day care for migrant children cannot fall on parents' employers but legislation should attempt to cover these costs. He also touches on the case of child labor and says this cannot be accepted because it keeps kids away from their education and mentions adult education and migrant housing.
