Official recognition of the special health problems of mothers and children in rural areas in the United States has existed since 1935, the year of enactment of the Social Security Act. When the act was originally passed, Title V, which contains the provisions for maternal and child health, crippled children and child welfare services, recognized the disadvantaged position of children in rural areas and required that increased assistance be given to those children. Sections One and Two of the Title V at the present still make these special provisions for children's health and crippled children's services for rural areas.
