Migrant farmworker access to Medicaid has been an issue of discussion at the federal and state levels for a little more than 10 years since first brought to the Trenton of the Health Resources Services Administration in a 1992 recommendations from the National Advisory Council on Migrant Health. In recent years, various recommendations for policy and procedural reforms have been made, and relevant issues have surfaced. This paper brings a new dimension to the challenge of improving access to needed health benefits by documenting initiatives underway in challenge of improving access to needed health benefits by documenting initiative underway in Wisconsin and under development in California, Texas, and Michigan. In addition it sets forth a series of definitions for frequently used terms, often subject to varying interpretations in order to establish a standard vocabulary that will facilitate dialogues at the state and national levels.
