Journal article that presents a criterion to evaluate policy arguments, to address two long-standing policy concerns in American agriculture - the relative low wages of migrant farm labor and the availability of an adequate labor supply. It evaluates the institutional acceptability of three policy arguments of the basis of where they place the burden of support for farm labor. It looks at current guest worker policies and various ways to restructure the farm labor market.
