This document is the first of an annual series documenting what steps states are taking to provide their vulnerable populations access to primary health care. The value of preventative and primary care is recognized, and a need for the public sector to play a role in assuring these services is made clear. Despite vigorous economics in many parts of the country, a sizable portion of the nation's citizens continue to lack access to basic primary and preventative health care services. This document was written by the Health Policy Tracking Service with the goal to annually track the nation's progress, on a state-by-state basis, in increasing access to primary health care. It is intended to be a resource for state policy makers by identifying successful policies, strategies and programs, opportunities for new or expanded partnerships, as well as caveats and lessons learned.
