The video is about a meeting on September 11, 1999 in California where a group of experts were empanelled to hear sworn testimony about human and civil rights abuses in the US/Mexico border area. A number of witnesses testified to the trauma being suffered by their families because of a 1996 law enacted to deport certain legal permanent residents from the U.S.. Using the phrase "Unintended Consequences" both congress members and top officials of the Immigration and Naturalization Service have now gone on record acknowledging that the 1996 law went too far and must be changed.
