The Migrant Health Program within the Community Health Service ahs the following mission: to increase the availability of high quality health care services to domestic agricultural migrants, seasonal farmworkers, and their families-such services to be so arranged as to assure accessibility, continuity, flexibility, and acceptability. Using the grant mechanism, Federal migrant health efforts have been directed towards the development of health resources in rural areas to serve both migrant and seasonal farmworkers. To accomplish their goal, the Program is concentrating on the following: 1)Employing the Health Maintenance Organization (HMO) concept for provision of services to migrants either by funding new migrant projects for modifying selected existing projects. 2)Examining a series of strategies for providing health services to migrants including current legislative efforts concerning national health insurance. The purpose of this study is to examine one of the national health insurance bills, namely the Family Health Insurance Plan (FHIP) as it relates to the migrant worker.
