This study was undertaken to the needs and concerns of a consortium of four State Education Agencies. Specifically, this concern was related to the degree and nature of those benefits being derived from the Migrant Student Record Transfer System. The objective was to describe the degree and character of the System would provide a higher degree of benefits to the students and program personnel.
