This article explains the compelling need for cultural competence in primary health care at the patient-provider level and calls for health organizations to develop their own policies, structures, and practices to further this goal. It goes on to discuss the policy-making implications for primary health care organizations and programs and provides a check list to facilitate the development of culturally and linguistically competent structures.
