On June 1, 2001, The Texas State Governor signed House Bill 1537, legislation designed to study and pilot portable Medicaid and CHIP coverage for Texas Migrant Farmworker Children. The bill is effective beginning Sept. 1, 2001. For a number of years, providing portable children's health insurance through Medicaid has been practically impossible because of systems and administrative program barriers. However, implementation of the State Children's Health Insurance Program (SCHIP), the shift toward managed care, and new partnerships between the states and private health insurance enterprises, have helped create an environment where addressing the health needs of migrant children appears imminently possible.
