This report discusses the importance of primary care as the first point of service a person has with health care professionals for diagnosis, treatment, and prevention of acute or chronic illness. It also discusses how Medicaid eligibility criteria affects access to primary care, especially when there are vast disparities in the number and distribution of physicians available to treat Medicaid patients. In particular, it addresses the lack of primary care services throughout most of Texas, most acutely in rural areas.
