This report examines three case studies of the development of programs that provide primary and preventative care. The first example discusses the use of a children's referendum in Florida to initiate new and needed services, to support effective existing programs, and to integrate existing programs when appropriate. The second example examines the development of Adolescent OB/GYN services in the high schools of St. Paul, Minnesota. These services were at first resisted and under-used by students, until OB/GYN services were integrated with a variety of other services. The final example examined the development of a private/public partnership to address the health care needs of children living in a migrant camp.
