This guidance has been prepared to assist Central Office, Regional Office, and Migrant Health Program Staff to share common expectations concerning voucher projects which receive Section 329 funds to serve migrant and seasonal farmworkers (MSFWs) and members of their families. It specifically communicates expectations about the concerns, programmatic content, administrative systems, and clinical systems which generally describe projects using referrals and "vouchers" as the principal means of assuring the provision primary health care to eligible MSFWs. No specific standards for compliance are included in this guidance, although it is anticipated that such requirements will be promulgated at a later date.
