The Center for Migration Studies organizes an annual national legal conference on immigration and refugee policy, the proceedings of which are published in a volume series entitled IN DEFENSE OF THE ALIEN. This text is the 18th in that series. Part I of the Conference Proceedings focuses on the impact of the 1990 Immigration Act as it applies to the employment-based immigrant categories and also the relevant nonimmigrant categories. Part II discusses a number of issues that relate to immigration and its impact on federal and state relations. Concerns include failure of federal enforcement, asylum policy, and reimbursement to state and local governments for local service costs. Part III addresses the issues of major proposal provisions regarding migrant participation, including specific discussion of proposals regarding temporary agricultural workers. Part IV reviews content and implementation of recent asylum regulations proumulgated by INS and the relationship between refugee policy in the 1980 Refugee Act and behavior toward asylees as affected by these provisions and political events occurring in Haiti, Cuba and Central America. Part V brings us into the realm of citizenship and naturalization law.
