The Center for Migration Studies organizes an annual national legal conference on immigration and refugee policy, the proceedings of which are published in a volume series entitled IN DEFENSE OF THE ALIEN. This text is the 17th in that series. Part I of the conference proceedings, on "Free Trade and Migration," explores NAFTA implications for international migration. The questions are when and over how much time and in what ways the issue of migration within the North American free trade area would be resolved. Part II addresses the impact of health care reforms on undocumented aliens and migrant farm workers. The demographic effects of the Immigration Act of 1990 and the desirability and feasibility of legislating and implementing a counterfeit-resistant employment identification document are the topics of Conference parts III and IV. Asylum reform in comparative perspective is reviewed in Conference Part V, considering the significance of the debate--asking where are headed, where should we be headed, and what should be done? Part VI explores what role should be accorded to international migration in thinking about foreign and national security policy strategy. The goal of the CMS Annual Migration Conference on Immigration and Refugee Policy is to advance understanding of U.S. immigration and refugee policies and to promote an exchange of sometimes conflicting viewpoints.
