CMS organizes an annual national legal conference on immigration and refugee policy, the proceedings of which are published in this, the 16th volume of In Defense of the Alien. Part I, Impact and Implementation of the Immigration Act of 1990, deals mainly with permanent and temporary immigrants. It looks at some of the consequences of the 1990 Act in areas where further reform is necessary and in areas where the law has been most effective. Immigration policy and labor-related issues are the focus of Part II of this volume. Probably the most contentious issue of the Immigration Reform and Control Act of 1986 (IRCA) was the treatment of agriculture, particularly agricultural workers. Also discussed in part II are employer sanctions and discrimination in IRCA, and the plight of migrant farmworkers. In Part III, refugee admission and resettlement and asylum policy are analyzed. Also discussed in part III are the issues of humanitarian intervention and the fiscal impact of refugees on state and local governments.
