The Subcommittee on Employment, Poverty, and Migratory Labor is responsible for legislative oversight concerning the operation of the Emergency Employment Act. This Act was signed into law July 12, 1971. Legislation to extend it for an additional 2 years passed the Senate July 31, 1973. In order to aid members in gaining an understanding of how the program has functioned, the committee is printing "Case Studies of the Emergency Employment Act in Operation". The studies were prepared from August 1971 through October 1972. The project was carried out by the National Manpower Policy Task Force under the direction of its Vice Chairman, Sara A. Levitan. The Emergency Employment Act had provided state and local governments some $2.25 billion to hire unemployed workers to meet growing public service needs and to ease the critical shortage of jobs at decent pay. Since the concept of public service employment has raised so many questions, it is important that detailed information about the operation at the local level be as widely available as possible. The case studies conducted by the National Manpower Policy Task Force provide a rare glimpse of the development of a major program at the ground level.
