In devising this mental health plan, careful attention was given to the social, economic, and political forces that adversely affect the emotional well-being of Chicanos in the United States. While defining mental health needs, and proposing ways to meet those needs, serious consideration also was given the cultural background of the Chicano people. In fact, there was early agreement among the large number of people who contributed to the plan that it would of necessity be structured along cultural lines. In this regard, the plan is unique, although some of the recommendations might have been made for people of varied ethnicity.
