Industry Response to the California Agricultural Labor Relations Act

This report compares the 1975 with the National Labor Relations Act as amended. It also analyzes the features of the growing body of case law being developed through decisions of the California Agricultural Labor Relations Board and state courts operating under the Act. Special attention is directed to reviewing the experience under the special provisions of the California law designed to accommodate the seasonal nature of agricultural employment. The report discusses the impact of the California Agricultural Labor Relations Act on wage levels and fringe benefits, the use of farm labor contractors, the pace of mechanization in agricultural work and shift of agricultural production to other states and countries. It assesses industry reaction to the Act and surveys the attitudes of unions, employer associations and individual employers toward labor relations legislation for agricultural work. Implications for national legislation are drawn.
