Refugees and Migrants: Problems and Program Responses

Large-scale population flows have repeatedly played key roles in human history and they continue to do so today. It is estimated that the number of refugees, migrants, asylum seekers, and safe-haven seekers worldwide exceeds 30 million. 10 million are generally recognized as refugees. Few regions of the modern world have been unaffected by these flows and many will derive both benefits and strains from continuing shifts of population across national borders. This paper's focus is two-fold: first, on the consequences of these flows for sending and receiving countries, for the individuals involved, and for the agencies that are called on to provide short- and long-term solutions; second, on current and future grant activity within the three Foundation programs now most actively engaged in the refugee and migration field: International Affairs, Human Rights and Social Justice, and Urban Poverty.
