This report discusses provisions of federal policy that affects the funding and administration of health care services for immigrants, including migrant workers. This report provides a brief overview of certain provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, especially as they relate to immigrant eligibility for health care services, and discusses the effect of these laws on health center services to legal and illegal immigrants and summarizes the status of federal and state implementation of these provisions.
