This paper focuses primarily on the National Health System and discusses the relationship between its various public and private components. Next, access to this system is analyzed from both legal and the practical points of view by reviewing actual population coverage and barriers to utilization. Access to services in cities along the northern Mexican border is compared to the rest of the country. From this, a particular focus is placed on responses from the health system towards population groups that are significant to the relationship between the U.S. and Mexico. Finally, emerging national health policies and their impact along the border area of northern Mexico are analyzed.
