This document describes the New Generation System, the vision driving its establishment, its objectives, its features, design, and implementation plan. It is to be a system using existing and future technologies that will collect, store/maintain, communicate, and present education and health information for migratory children. The system will lay the foundation for sharing academic and health information of migrant students, consider the educators as the primary clients as they are responsible for creating the optimum learning environment, increase utilization of the system by the education and health provider, and reflect built-in features and mechanisms for incorporating state-of-the-art technology on the basis of lower-costs and higher-efficiency criteria.
