This report describes the welfare and immigration bills passed in Congress in 1996 and also overviews the immense changes that the new pieces of legislation will cause. The main combined effect will be the placing non-citizens in a far more vulnerable position when need for government help arises than in the past. It details the changes, including bars to supplemental security income and food stamps, eligibility for Medicaid and TANF, restrictions on housing programs, bans on earned income tax credit, eligibility for state and local programs, and lists the effective dates of all changes.
