This book describes and analyzes the Neighborhood, or Community, Health Center Program that was created in 1965 as part of the War on Poverty and is called the federal government's only social medicine experiment. The program was designed to provide comprehensive and personalized medical care to all community residents, which embodies concepts of social medicine, and advocates believed it would be a model for reforming the entire U.S. hospital-based medical system. The author places the program in the context of political struggles over the boundaries of public and private medicine and she demonstrates that health centers could be only be funded as a program limited to the poor.
