The purpose of this memorandum is to follow up on the May 1984 Regional Program Guidance 84-52 and to clarify current Bureau of Health Care Delivery and Assistance (BHCDA) expectations for Community and Migrant Health Centers with respect to the provision of perinatal services. The Bureau of Health Care Delivery and Assistance continues to be concerned about the infant mortality rates in the United States, and how to maximize the impact of a coordinated effort of its programs. Factors in the health care environment, availability and/or affordability of malpractice insurance and the accessibility of hospital care for medically indigent people, may have a detrimental effect on these efforts. Each health center must know what role it plays in the perinatal system of care.
