The purpose of this contract included a number of objectives. First, as a "best practices" contract, the major objective was to examine nine representatives facilities with dental components considered to be providing high quality services at a reasonable cost. Another component of the contract was to establish a Dental Ad Hoc Advisory Committee, composed of dental directors representative of all regions of the country, experienced, and considered to be directing exemplary programs.
