HIV-Related Training Needs, Programs, and Costs

This report outlines a research program designed to improve our ability to estimate the impact of the AIDS epidemic on training needs and costs. The purpose of the report is to develop research protocols that can be used by the National Center for Health Services Research and Health Care Technology Assessment (NCHSR) to guide the development of: Methods for synthesizing and assessing current knowledge and opinion about raining needs of health care professionals on AIDS and HIV infection; Methods for synthesizing and assess current knowledge and opinion about means of meeting those needs; Methods for describing and evaluating the major AIDS-related training programs that presently exist, and Methods for estimating the costs of needed training programs. The protocol outlined in this report is part of a larger effort by NCHSR to begin a health services research program on the costs of AIDS and HIV-related illness. This report is divided into four parts. Section I reviews the published and unpublished literature on AIDS-related training issues and summarize the views of more than 25 experts in diverse aspects of AIDS training and service who were consulted with regard to this protocol. Section II presents a brief overview of a conceptual approach to the estimation of training requirements and reviews potential uncertainties that may affect estimates of training needs and priorities. Recommendations for addressing the questions posed by NCHSR, encompassed by four interrelated tasks, are presented in section III. Appendixes A-C include other supplementary information.
